Kathy Burk, LCSW, President,

Kathy is Director of the Women, Infants and Children’s (WIC) Program within the Mississippi State Department of Health. Before coming to WIC, Kathy had held several positions with the Department of Health. She was the Deputy Bureau Director of Field Services, the Social Services Director and Director Social Work Supervisor. She has over 28 years service and management experience in MS State Government. She has been a member of the Association of State and Territorial Social Workers for approximately 13 years.

Kathy earned a bachelor’s of Social Work degree from MS University for Women, a Master of Social Work degree from the University of Southern Mississippi, she received the Certificate of Achievement from Tulane School of Public and Tropical Medicine for completion of the South Central Public Health Leadership Institute and she is a graduate of the Certified Public Manager’s Program through the Mississippi State Personnel Board. She is a member of NASW,MS Chapter; MS Public Health Association and March of Dimes Program Services Committee.  (Mississippi)


Dollie Hambrick, LCSW, Immediate Past President

Dollie retired from Alabama State Department of Health as the State Social Work Director on New Year’s Eve, 2008. Dollie provided social work leadership in Maternal and Child Health, HIV/AIDS, At-Risk Case Management, Suicide Prevention, Disaster Preparedness, Bioterrorism and a variety of programs and projects at the Alabama Department of Health, as well as, nationally. She has been a member of ASTPHSW since 1994 and a Board Member since 1999. During that time she has worn several hats as she served as Member-at-Large, Secretary and President for the past two years. Under her leadership, she has cultivated a wonderful partnership with the Office of Health and Human Services (HHS) in Region II.  This partnership is the impetus for this Trauma Training Institute focusing on Women, Children and Families.

Currently Dollie is employed on a part time basis with the National Association of Social Workers—Alabama Chapter. (Alabama)


Mary Philip, LCSW, Member-At-Large

Mary Philip is a Licensed Clinical Social Worker with the State of California. She is currently on a Career Executive Assignment with the California Department of Public Health (CDPH), and serves on the CDPH Executive Management Team as the Chief, Office of Civil Rights. Mary has spent a significant part of her civil service career with the California Department of Mental Health (DMH) where she started as a Psychiatric Social Worker promoted to Supervising Social Worker, Patients Rights Advocate, Program Administrator, and Chief, Office of Patients’ Rights.

Mary has worked on a number of national and international disasters, among them the 1978 Tidal Waves in Southern India, the 2001 World Trade Center Disaster,  2005 Katrina Hurricanes and the 2005/06 Tsunami. She will be speaking on Lessons learned from Disasters. She is a recipient of the 2008 Citizen of the Year Award from the city of Davis, California where she currently resides. (California)


Patricia Scott, LCSW, Member-At-Large

Patricia Calvin Scott, MSW, LCSW; retired on March 31, 2009 as the Louisiana State Director of Public Health Social Work. She was the recipient of the Louisiana Public Health Association Member of the Year Award in April 2009. She received her Masters Degree in Social Work from Tulane University in New Orleans, LA. Mrs. Scott has received extensive training in emergency preparedness and the Incident Command System from the Centers for Disease Control (CDC). She was instrumental in the development and implementation of psychological first aid in the aftermath of Hurricanes Katrina and Rita.

Immediately following the aftermath of Hurricanes Katrina and Rita, Mrs. Scott wrote a grant to address the needs of Louisiana Office of Public Health employees who were devastated both in their work and home environments. The grant was funded through CDC to address recovery, response, and resilience utilizing the psychological first aid module.

She is a member of the Association of State and Territorial Public Health Social Workers, American Public Health Association, and National Association of Social Workers-Louisiana Chapter. (Louisiana)

Susan Potts, LCSW, Member-At-Large

Susan Potts has been a Licensed Clinical Social Worker since 1983.  She has been working in Public Health Social Work periodically for almost 15 years.  Ms. Potts’ other work experience was in mental health treatment for children and families. (Florida)


Barbara Stelly, MSW, Treasurer

Barbara M. Stelly serves as Regional Public Health Program Consultant for the North Carolina Department of Health and Human Services, Division of Public Health. Prior to that appointment she served as Public Health Social Worker for the
Developmental Evaluation Center.  Ms Stelly has 26 years of experience in public health social work.  

Ms Stelly also serves as a undergraduate and graduate lecturer in the Department of Social Work at Fayetteville State University.  Ms Stelly received a Master’s of Social Work from the University of North Carolina at Chapel Hill, and a BA in Sociology/Psychology from Fayetteville, State University.

She is very active in public health, church and community activities. She is the 2007-2009 NCPHA Social Work Section Chairperson. At the community level she was appointed to serve as one of the Chief  Precinct  Judges for the Board of Elections.   (North Carolina)
